The Linking Eligibility Across the Ryan White HIV/AIDS Program (RWHAP) Parts (LEAP) project aims to inform streamlined processes for applying to and maintaining access to RWHAP services, while concurrently minimizing the administrative burden for both clients and service providers—and enhancing how individuals with HIV/AIDS navigate the eligibility process. The project focuses on streamlining eligibility processes for RWHAP by examining current procedures, facilitating information sharing, and creating resources. The initiative builds on previous work and seeks to enhance continuity of care—ultimately helping clients achieve better health outcomes.

LEAP is launching a virtual Affinity Group in September 2025. The Affinity Group will meet for 10 months to conclude in-person in May 2026, and will facilitate information exchange, networking, and community-building across RWHAP peer jurisdictions. Participants will receive support, guidance, and feedback on best practices to streamline RWHAP eligibility determination and redetermination processes, and their feedback will directly inform LEAP product development and dissemination activities. LEAP is currently accepting applications for the Affinity Group through August 15, 2025.

Applicants must assemble a jurisdictional team that includes an RWHAP Part B lead, representatives from at least one other RWHAP Part (i.e., Part A, Part C, Part D, or Part F– Dental), and a person with lived experience. A brief web-based application gathers details on team composition, integration status, progress, goals, and a statement of commitment. All applicants will be notified by August 22, with up to nine jurisdictional teams selected.
